The Demise of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of contrasting events captured the harsh reality of the outgoing year. By day, political struggles are conducted: positive announcements are released from different nations. Considerable effort is expended on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "settlement".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor rocket firings from across the border, a ability afforded by current data. From vantage locations, military aircraft that had been dispatched to counter approaching aerial threats streaked across the sky – modern combat jets provided to Ukraine by European allies.

Shortly after, Kyiv's missile defense activated: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through allied countries. Every firing creates sudden vibrations, causing tremors. The brief panic quickly gives way to resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, preventing destruction from catastrophe and further power outages.

Continuous Dangers

Soon after, a heavy machine gun opened up on a drone close by, part of a mobile-fire group – most likely allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it continued its flight toward its target.

With pauses, this continued until dawn. Kyiv greeted the daybreak reports: seven people killed, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on international aid – a reliance that neighboring countries are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The detailed framework from Washington provoked deep reactions, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new initiative from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This cycle will, undoubtedly, endure.

Political Considerations

It is tempting to accuse certain parties of repeatedly advocating Russian terms. But that does not seem to be the whole story. US administration operates on a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is unfeasible to compel Moscow to surrender the territory that it presently holds in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, US leadership does little to deter Moscow, through statements or actions, from thinking that the situation will not change more in its advantage in the near future.

Opposing Positions

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but averting a total frontline collapse until circumstances change in its benefit.

Current Realities

Objectively, there are no genuine requirements for a armistice. Now, subjective factors are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will change their overall approach.

These two forces are influencing discussions.

Conclusion and Outlook

It took a mere seven days to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, recent disclosures, all did their job.

While new plans based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, primarily depend on sustained allied backing.
